president obama, top leaders harry read and nancy pelosi and mitch mcconnell and him. it was only a short while ago that john boehner was called a dictator. with the deadline looming the goal appears to be to shield most american taxpayers from automatic tax increase. now, the president's already agreed to raise income taxes on americans earning more than $400,000. that's up from his $250,000 goal set in the campaign, and there's also an effort to extend jobless pen fits for americans out of work for six months or more. >> major, do we have any reason to believe that this time it is different? >> well, certainly. the deadline is real. the house is coming back into session on sunday. even is going to be here either to preside over america going over the fiscal cliff or last-minute very small deal that averted for a while and leaves more negotiations for the future. >> major garrett, thank you very much. general norman schwarzkopf, commander of the coalition for the gulf war died yesterday. he tricked and outflanked saddam hussein's forces in just 101 hours. he gave this

congress is the least productive congress since we started keeping track of this in 1947 and when nancy pelosi was speaker of the house, the 110th congress had roll call votes, over 1,000 roll call votes, and with speaker boehner, only 444 roll call votes leading to 219 pieces of legislation. should the american people feel as though you all are simply not doing your jobs? >> the answer to that question is yes, i think that the american people have a right to be skeptical of the work being done in washington. part of that is the political dynamic. i don't know if i would just count the number of votes. we are not commemorating sports teams and honoring, you know, naming the weeks and the days after which ef vegetable we choose for this week, and national tomato month. but that is something that we don't do in this congress so that the number of votes is going to be a lot less, but the productivity is going to be based on doing what is right for the american people, and doing big things and doing things that are going to help the country. i think that the american people are right to look at th

reid and pelosi and boehner and obama all trying to come to an agreement? that seems almost impossible, doesn't it, when you know all of them? gregg: how do you close the tax gap? >> yeah. right now you can not do it. so the tax gap, at least in my opinion, would be the deficit. it's over a trillion dollars. if we raise everyone today, that pays the top tax rate, 35%, if we taxed them at 100% on all the money that they currently pay 35% on, and remember, i'm assuming that nobody changes their behavior. they still work just as hard even though they pay 100% tax, we would only raise $360 billion in this coming year. and that would still leave an $800 billion deficit. we can not tax away the deficit. gregg: sure we can. we can do the value-added tax. >> well, and that's what worries me. if we don't cut spending, spending right now, the federal government is the largest it has ever been as a share of our economy. it takes up more of our economy than ever, the only way to pay for it is to put in a european-style value-added tax. which means every american, every

i hope they conclude as we have concluded -- and i speak for leader pelosi and myself and all the democratic leadership -- that we must come back as soon as possible to work together to reach compromise, to ensure that we address the important legislation that is still pending in this congress, a congress which i believe has been the least productive, most confrontational, the least compromising congress in which i have served, and i have been here since 1981. the senate tomorrow will consider the sandy supplemental legislation. hopefully they will pass that tomorrow or by saturday. certainly, the house of representatives needs to address that supplemental to give relief to those that were savaged by sandy in the worst storm that has hit the northeast perhaps in history. the violence against women act passed senate overwhelmingly, something that we could work on today. the farm bill expires on december 31. milk prices will spike substantially if that bill is left to expire. mr. cantor indicated that would be addressed before we left here at the end of the 112th congress. that is some six day
